The Armenia Center for Dispute Resolution (ACDR) is a non-governmental organization committed to strengthening the rule of law in Armenia by designing, implementing, and advancing effective alternative dispute resolution systems that reduce reliance on overburdened courts and deliver fair, timely, and predictable outcomes.

Beyond building practical ADR mechanisms, ACDR works to advance broader justice reform in Armenia and the region by promoting transparent legal frameworks, institutional accountability, and accessible mechanisms for the peaceful resolution of disputes. We believe that durable rule of law depends not only on functioning institutions, but on systems that are open to scrutiny, grounded in principled reasoning, and responsive to the needs of citizens and businesses.

Through implementation, policy engagement, and cross-border cooperation, ACDR seeks to modernize dispute resolution infrastructure, reinforce public trust in legal processes, and contribute to a regional legal culture in which fairness, openness, and institutional integrity are mutually reinforcing.


A Regional Rule-of-Law Hub

ACDR positions Armenia to serve as a regional hub for modern, credible, and efficient alternative dispute resolution. As Armenia continues to attract investment from Russia, Iran, the UAE, and other jurisdictions, ACDR’s hearing center is designed to administer proceedings in multiple languages — including Arabic, Armenian, English, French, Farsi, and Russian — ensuring accessibility and neutrality for cross-border parties.

By developing sector-specific expertise in areas such as energy, infrastructure, and construction disputes, ACDR strengthens Armenia’s capacity to resolve complex commercial matters outside traditional court systems. This specialization not only enhances efficiency and predictability for investors, but also contributes to broader regional confidence in Armenia’s legal and institutional framework.

ACDR’s regional vision extends beyond service delivery. Ongoing discussions regarding Armenia as a potential headquarters for investment treaty disputes arising under the Eurasian Economic Union framework reflect a larger objective: to anchor high-value international dispute resolution within a system committed to transparency, procedural fairness, and institutional accountability. In doing so, ACDR supports Armenia’s role as a stable legal environment in a strategically significant region — where economic development is reinforced by credible, rule-of-law-based dispute mechanisms.

ACDR aims to position Armenia as a leader in the responsible integration of technology into dispute resolution systems. Building on Armenia’s strong technological talent and innovation ecosystem, ACDR will develop and implement modern legal infrastructure that enhances efficiency, transparency, and procedural integrity in arbitration and mediation.

By embedding technological innovation within rule-of-law principles, ACDR can help shape international best practices in digital dispute resolution. In doing so, Armenia has the opportunity to contribute meaningfully to the evolution of international arbitration, demonstrating that technological advancement and institutional accountability can—and must—develop together.
